Remove ipc.d.ts from final build 
Now that the plugin API has its own separate types this is no longer
necessary.

Rebuild all node_modules on npm install 
Stuff like ripgrep needs to be refetched so we cannot bundle
node_modules at all.

Switch to a single job to build the npm package 
The architecture specific jobs pull it in and then build releases.
